Project BLOOM: Boosting Livelihoods of Owner-Operators through Mental Health
1. Background
Project BLOOM is a research-driven intervention designed to assess the impact of Virtual Reality-delivered Cognitive Behavioral Therapy (CBT) on the mental health and business outcomes of 600 female entrepreneurs in Lagos. The project is sponsored by Lagos Business School, funded by JPAL (a research centre based at the Massachusetts Institute of Technology), and managed by Kleos Advisory.
2. Objectives of this Procurement
To engage a qualified Implementation Partner (IP) that will:

Recruit and manage enumerators and facilitators.

Recruit and engage female entrepreneur participants.
-
Deliver a CBT intervention using VR technology.
-
Administer baseline, midline, and endline surveys.
-
Manage stipend disbursements and participant engagement activities.
3. Scope of Work
The selected IP will be responsible for the following activities:
a. Recruitment & Onboarding
-
Hire 10 enumerators and 10 CBT facilitators.
-
Recruit 600 eligible female entrepreneurs.
-
Conduct all necessary training sessions for staff and participants.
b. CBT Delivery
-
Organize and facilitate weekly CBT sessions to the treatment group using VR tools.
-
Maintain detailed session attendance and engagement logs.
c. Survey Administration
-
Conduct three rounds of surveys (baseline, midline, endline).
-
Ensure ≥85% survey completion rates and data quality standards.
d. Stipend Disbursement
-
Disburse stipends to participants in 3 tranches.
-
Ensure accurate records and traceability.
e. Participant Engagement
-
Manage participant communications via WhatsApp/SMS reminders to prevention attrition.
4. Duration
Implementation period: July 14 – November 6, 2025 (16 weeks)
Includes preparation, delivery, monitoring, and reporting.
5. Deliverables
The IP must provide:

Validated recruitment and onboarding reports.

Weekly updates including recruitment status, session attendance, and survey progress.

Clean, complete survey data files.
-
Stipend disbursement logs.
-
Final project close-out report.
6. Eligibility Criteria
Respondents must meet all the following:
-
Registered legal entity operating in Nigeria.
-
Minimum of 3 years’ experience implementing entrepreneurship, gender, or mental health programs.

Demonstrated capacity to deploy teams in Lagos Island or Mainland.

Familiarity with safeguarding and ethical research protocols.
7. Evaluation Criteria
Proposals will be evaluated based on Best Value for Money (quality and cost).

8. Budget Ceiling
The total budget for this engagement should not exceed ₦20,000,000. Proposals must include a clear cost breakdown aligned with deliverables.
9. Proposal Requirements
Interested organizations should submit a proposal containing:

Technical approach and work plan, including timeline and staffing plan.

Budget with justification for each line item.

Evidence of registration and eligibility criteria.

Three references from similar projects.
